Assisted living facilities are generally licensed as Residential Care Facilities for the Elderly, often called RCFEs. In California, RCFEs are regulated by the California Department of Social Services through Community Care Licensing. Families may file complaints when they believe a facility has violated care, supervision, staffing, safety, or resident rights requirements.
